Job Description
Responsible for overseeing the performance, compliance, and procurement activities for the Company’s portfolio of government contracts. This job will also provide acquisition management and support, cradle to grave, for the Company’s government contracts, which are performed in a variety of divisions within the Company.
Principal Duties and Responsibilities- Manages government contracts from inception to completion, including ensuring that the Company complies with all government contracting requirements
- Acts as the single point of contact with government officials and internally within the Company in connection with obtaining, performing, and administering government contracts
- Ensures the Company and its employees comply with all performance and compliance requirements of its government contracts
- Serves as the formal liaison between the Company and government customers
- Analyzes solicitation and contract requirements, special provisions, and terms and conditions to ensure compliance with appropriate federal laws, procurement regulations, corporate policies, and operating guidelines
- Reviews government solicitations and prepares the Company’s proposals, bids, and responses to contract modifications
- Works with employees in other functions to ensure compliance in all areas of government contracts, including socioeconomic, procurement integrity, reporting, accounting, finance, and performance requirements
- Identifies risks areas to management and makes recommendations to mitigate risks for government contracts
- Drafts and negotiates contract instruments and works with government contracting employees to resolve contractual matters
- Assists procurement activities with compliance with government contracting requirements, including review of subcontract terms and conditions and ensuring that subcontractors comply with government contract requirements
- Ensures all government contract documentation is complete, organized, and accessible
- Communicates and interprets contract policy, terms, and conditions to internal business units
- Performs other duties as required
Job Qualifications
Minimum Qualifications
- Bachelors’ degree in related discipline or equivalent, as well as equivalent education and training to Level III DAWIA certification or CPCM, or both
- 6 years of experience with federal contracting procedures, preferably with DOD or GSA contracts, or both
- Extensive experience in the life cycle of government procurement contracts (from proposal development, to contract execution, administration and termination
- Experience managing government contracts and communicating and negotiating with government personnel as well as working with other contractors part of teaming agreement
Preferred Qualifications
- Prior work for a federal contractor
Knowledge, Skills & Abilities
- Knowledge and working familiarity with the FAR and DFARS, as well as all other requirements applicable to federal contracting
- Must have excellent analytical, organizational, and time management skills
- Skilled in Microsoft Office to include Word, Excel and PowerPoint
- Ability to work independently under pressure and react quickly and in support of changing priorities
- Ability to complete projects within the assigned time frame and budget
- Ability to build successful relationships and partner with management-level employees
- Ability to effectively communicate with all levels of the organization both verbally and written
